co-operation and constant inter-communication between the

two is opsential. I am therefore to suggest that it is

desirable that standing instructions should be given by

the Secretary of State for the Colonies to the Governor of

Hongkong and by the isocretary of ätate for Foreign Affairs

to His Majesty's Consul-General at Canton that they should

communicate at all times fully and frequently with each

other on all subjects of common interest and that they

should most frequently with that end in view. So long an
